West Virginia is the largest producer of oil and natural gas east of the Mississippi River with natural gas costs rated 8th lowest in the U.S. Natural gas is produced in 49 out of West Virginia's 55 counties through approximately 40,500 wells throughout the state. Allegheny Power has 4,845 miles of main line serving 229,984 customers and ranks 33rd in the nation for oil production and 11th for natural gas production via open access system offering transportation and sales services, both firm and interruptible.

Employee Training

The Governor's Guaranteed Work Force Program provides a one-step service for all economic development-related job training needs. Under this program the State will pay up to 100% of new or existing employees' cost of training. Up to $2,000 per employee is allowed.
Cabell County Career Technology Center is one of the largest vocational and technology education programs in the state.

City of Huntington Service Fee
City Service Fee to defray cost of providing and maintaining City services within the City.  Persons employed within the City shall be required to pay service fee of $2.00 per calendar week.

Incentives


Huntington Area Development Council Loan Pool

A $10 million loan pool available to finance new business facilities.

Huntington, WV - Ironton, OH Federal Empowerment Zone
An area designed to provide Federal wage credits, increased expensing and bond financing for qualifying businesses.

Corporate Headquarters Credit
Companies that relocate their corporate headquarters are eligible for tax credits. If 15 new jobs are created, the credit is 10% of the adjusted qualified investment. The credit increases to 50% if 50 or more jobs are created.

Economic Opportunity Credit
Offsets 80% of taxes for up to 13 years. Minimum job requirement is 20.

Manufacturing Investment Credit
Allows a 50% corporate net income tax and franchise tax based on investment with no new job creation required.

Manufacturing Sales Tax Exemption
Materials and equipment purchased for direct use in manufacturing are exempt from the 6% state sales tax and use tax.

Strategic R&D Credit
Allow for up to 100% tax offset for R&D projects. R&D expenses are exempt from sales tax.

Warehouse "Freeport" Tax Exemption
Goods in transit to an out-of-state destination are exempt from ad valorem property taxes when warehoused in West Virginia.
